The "average ping" mechanic only occurs if there's a tie.
If you have a guest from the US its 9 vs 7, so you will get American servers all the time. If it's 8 vs 8, then you will get European servers in that case if you lagged on American (since the "average ping" mechanic will then kick in).

This entire thread is full of stipulation and inaccuracies.
This is how the servers works:
-Guildwars accounts are tagged for being region specific. This determines what server you try to connect to.
-Each person connecting to an instance will count as a single "vote"
-When numbers are uneven the side with the most will be used. Regardless of how bad the latency is.
-When number are tied a coin flip will determine the server. Again no latency check is done. (yes 50/50)
Interesting notes:
Back in the day you could change regions up to 5 times. Many euros are currently playing under american tagged accounts and push it to american servers EVERY TIME. Serves you right for trying to farm underworld without favor! or International trade exploit!. The same goes with americans.
You can no longer change region tags on your account. They determine where your Data is saved and accessed.
You can not have more than a 50/50 chance of getting your own servers, it's random.
You can test where your account is tagged by connecting to HB arena, should say somewhere if you are considered euro or american (don't remember, at work cant test.) or by scrimming in guild hall multiple times (needs multiple scrims for assurance).
You can choose to belive me or not. We at rawr, espeically polly have tested this extensivly. They will probably not like me for posting this but whatever, hopefully they wont read riverside inn.

I know that nobody would ever admit as to whether they benefitted from this knowledge (and I have no reason to accuse or believe either way - it's good practice to determine as many factors as possible that can influence events that have money on the line).

When you play with a euro as the primary strat caller and play on euro servers EVERY TIME, one finds the time to look into things so that we can get at least a 50/50 chance of playing on the home field.
obviously we put a lot of work into figuring this out and I'm sure rawr as a whole, even myself, does not like to give away any form of advantage no matter how small.

again nice work. Yeah I imagine even though you probably had no intention of using the info found, knowing it so that you can watch for others abusing it (if that was possible) would definitely be worthwhile - again with money on the line it makes sense to know your battlefield.

By saying Guild Wars accounts are tagged to a specific region, by that do you mean the old American/Euro server 5 changes thing? Because if so I believe it is still possible to change what region your account is by contacting ANET support (A friend of mine recently did this to change his account from European to American). However ANet support couldn't change a guilds region tag due to saved data etc.
